That brake stud was probably brazed on originally. Your suckass welding “skills” probably overheated it.
Anyway, an experienced bike builder can weld in a new chainstay for a couple hundred bucks. If you want to keep your basic late 80s Japanese bike a little longer.

Agree with everyone, nee bike day. At least, new frame day. Anything in one piece as it was designed will be better.

I have exactly one tip: look for a new frame. Your issue is less that your rear brake no longer exists and more that your chain stay barely exists..

This brake mount location is a poor design period, since it’s prone to dirt and moisture accumulation ultimately resulting in components failing. If you’re dead set on repairing this frame I suggest relocating the brakes to the upper part of the frame so that you don’t have continued damage
