Looks like you need a headset spacer! Everything else looks good but the spacer will make it so tightening the bolt on top pulls everything together tight.

Like others stated, you need some spacers.
There isn’t enough preload on the system to tighten the fork into place, thus no contact between bottom bearing and crown race which leads to play. Do not ride it like this!
Addings spacers above or below stem is the easiest fix.

You need headset spacers.
