    A bike shop, or a friend with a spike wrench
    I guess you could do it with a crescent wrench in a pinch but like will mangle the nipple

    You need to turn the spoke enough to expose that slot, and then you can use a screwdriver. You can use an adjustable jaw wrench on the flats of the nipple in place of a spoke wrench, but that’s pretty much it. Wheels are trued by the outside of the nipple. The spoke can be “wound in” using that groove, but it will inevitably get blocked as the wheel reaches proper tension.
