I lost the inserts for my bag when I got a smaller diameter rack… wrapped duct tape around on the rack itself to bolster the girth and it’s been fine. There are different clips that you may be able to buy and make it work if you can safely remove those clips.

Looks like metal I would reshape it with some pliers. You do weaken it a bit but it’s probably steel so I doubt it’ll be a huge deal.

I’d probably get carabiners that fit around the rack.

I had the same issue. This solution works really well: use P-Clamps in a figure 8 with one clamp around the wide rack and the other around an aluminum bar. Attach your pannier to the bar.
The under $5 solution is get a couple of single links of chain from a hardware store that the clips will fit through. Use a bunch of heavy duty zip ties to attach the chain links longwise to your rack at the appropriate distance apart.

I have the same issue, which I haven’t fixed yet. They may have something that could help you! Only reason I haven’t ordered from them yet is because I’m going to Home Depot tomorrow so I was going to see if they have any hooks that could work for me. But if that’s a bust I’m going to order from Universal Pannier and see how they are. Good luck.
