Before COVID a left my bike and now I do not know if should I keep it, fix the components or just sale it for that pricing, the frame is aluminum supposedly, and I know I have to change most of all. I will not use it too often.

Keep it. Spray some WD-40 on the chain to deal with the rust then brush some oil on it and it will be good as new. You can always sell it.

It’s always good to have a beater bike.
Give that chain a really good oiling, same for the bearings. Maybe new inner tubes and brake blocks. Make sure its all spinning freely and you’ve got an ideal cheap commuter there.
Decent enough bike. Change the chain, clean the derailleur, casette and front chainrings and you’ll have a new bike.
If you really want to change its feel and not just keep it as is and have have an appropriate budget, go with some compatible TPU inner tubes and good tires. It’ll make any bike fly and be wonders to ride.
