    The Axiom Streamliner sits pretty low. The one downside (IMO) is that it’s designed for road bikes with no eyelets, and to sit on the QR skewer. Fortunately, the “feet” that connect to the QR and space the rack rearward (b/c traditional road bikes have short wheelbases) can be removed. I’ve re-engineered the feet a couple of ways to allow connection to the eyelets on my bike, and though the rack rides close to the 45mm fenders over my 700×35 tires, there’s no interference.

    Topeak super tourist DX – some models have adjustable height. I think even the base one would work well here, and the extra lower side rails further lower your bags.

    I run the Topeak Explorer rack on my commuter. It sits quite close to the rear tire. I enjoy the quick release bag and other accessories that it can be used. I believe it’s like a 60lb max weight so it’s beefy also.

  4. I’m a big fan of the Soma Rear Rack Rakku 2, it’s locked back a bit to reduce heel strike. I’ve got one on two of my bikes.
