It is the same in every country,there is aways some reason making it impossible. To hot, to cold, to dry, to wet, to windy and so on, despite a lot of people biking just fine.

I live in Oslo, Norway. No problem commuting all year around. Some Norwegian cities even sponsors (sponsored) spiked tires for winter commuting.
Yes, you need infrastructure in the sense that the bike paths need to be cleared also in winter (or packed). Yes, it is warmer in Oslo than in some places in Canada, but still.

I live in Eastern Finland and bike year round.
Our small town of 30k inhabitants has excellent separated bike paths.
Nearest big town is 250 km away for all those Europe is so tiny people
