Based on what we've seen, the bicyclist is inexperienced, has a chip on his shoulder and probably uses yeast excrement as entertainment. Nice interaction with the fan, good on you.

I liked the bit between traffic queues – cycling along in a park on a sunny day, philosophising on life – it could be a spin off channel. Maybe without the wobbly cyclist – he wasn’t very Zen.
I'm going with wobbly cyclist being a former taxi driver, who'd assumed he'd never be caught and end up with six points on his licence.

Perhaps Mr. Wibbley Wobbly is someone you caught using a phone who, as a result, subsequently lost their licence and seem to be under the impression that it's your fault.
Judging by his lack of cycling ability, I suspect he's only recently started riding the bike.
Maybe, if you have time in your busy schedule, you could go through your previous captures and see if you can spot him.
There's a good potential that he has The Knowledge…
