I have a Liv Alight bike I got preowned. It was originally purchased in 2017 according to the bike shop sticker, so I assume that’s the model year. I’m trying to mount a pannier rack, but the screw holes by the rear axle seem to be too small for the standard M5 screws used to secure pannier racks. I can’t easily find anything online about this specific feature of this specific bike frame. Does anyone know what size screws I’d need to use these eyelets? (Bonus if you can explain why this frame uses a seemingly non-standard eyelet size)

Sometimes it’s just paint in the threads that lets the bolts not fit at first.
But you can always try to fit an m4 and see how that works out
If M5 seems too big, try M4.
If M5 is still not fitting after cleaning it out, try an M4. It is not that expensive to buy a couple candidates at the DIY store and try it out.
Alternatively, you can measure the hole how many mm-res or inch fractions the diameter is.
M5 and maybe a bit damaged. Grease is your friend.
I wish to claim the bonus points. I hole for the rack & one for the mudguard…..
