The wheel will tighten, but should that piece be sticking out?

That’s the axle. Have you replaced the cones with hub guards? Or taken it apart?
There should be no visible axle on either side of the hub.
Push the axle back in place and install it on your bike it shouldn’t give you any problems tbh but those washers on the axle bolt seem to be 14mm adapters unless you are running 14mm forks otherwise take them off

And the washers do seem big ,
(and they are gold, which I feel is not fairly common)
Im running 3/8th at the moment .
Let’s say if they are 14 mm washers , can this affect my wheel/ fork , at all ?
