I have a 2021 Giant Tough road slr 2, and the fork is composite.
Is it a dumb idea to use the one eyelet and mount this rack, there's foam behind where it touches frame, and I'll be using thick zipties on the lower and upper mounting spots. I plan on putting fairly light items in bags that will attach.
Any insight would be appreciated.

Load it up and go ride around for a couple hours. I suspect it would be fine.
That’s a mid fork eyelet for a rack or fenders.
It’s not designed for what you want to use it for. You best bet (and probably won’t cost less than a new fork) is an OMM thru axle 3 pack mount adapter.
Alternatively, just use electrical tape and strap them on.
If it was metal electrical tape and hose clamps would last an around the world trip.
Or, just toss a front rack on. The Tumbleweed Mini Pannier or T-Rack would look great.
Check out the Old Man Mountain Axle Pack, it replaces your front axle and straps to the top of your fork and adds a 3x pack mount!
On smooth roads, maybe yes for a bit? If you ride anything rough or go for a sustained period these will likely fail.
You’ll totally be fine with the foam behind it and center bolted. Only thing I would change is to go with wider zip ties for the top and bottom mount. Looks like the slots are pretty big and could fit zip ties about twice the size of the ones shown in your pic.
Hi all. My bike (voodoo nakisi) has no eyelets. Last year i just Velcro strapped mine to the fork 😁
I would never trust zipties for that.
Do you know what happens if luggage goes into your front wheel during a descent? You don’t just stop but perform acrobatics over your handlebar going face first into the ground.
I did it exactly that in a Carbon fork and never Had a Problem on a 2week Tour
If you are worried, get stainless-steel zip-ties. They are nasty, annoying to cut and will destroy everything you allow them to rub.
BUT, they will not break and can take 100kg load per each.
Have the same bike and after some research decided against anything remotely going on the forks. There is an official shelf like rack which is what the eyelet is for but all I did in the end was used a handlebar bag. It’s a bit annoying but I didn’t want to risk it, utter pain if it failed mid cycle, not least the injury aspect.
