Bought this fork second hand, opened it and saw there were a few water droplets inside both stanchions. Was thinking of buying a brush attachment for my drill / rotary tool to get rid of it, but concerned it might be too rough?
Don't really want to leave the rust there to spread, even if no more water gets in there, and I coat it in grease

It’s toast mate. I willl take it off you
I would say rub it with steel wool, then clean and put a coat of grease. Just to stop the spread, should not impact the operation of the fork because you have a sealed rebound cartridge that doesnt rely on the inner surface of the stanchion (downside the cartridge itself cannot be serviced sadly).
Forgot to add, this washer https://i.imgur.com/DqQl890.jpeg came out of one of the lowers somewhere, I’m guessing the bottom where the hole is, not exactly many other places lol. Problem is, I don’t remember which side, and when looking down there, I swear there’s already one in there for both sides.
