To me it looks like the expander was cut along with the steerer tube. Furthermore, it cannot be unscrewed and headset play cannot be completely removed..

you can even spot the saw marks on the expander..
Are you sure it’s an expander?
Some bikes use an epoxied in aluminum support to provide support for the steerer tube
Can you give some more info on the make and model?
It looks like the top cap would bottom out on the top of the steerer tube.
Depende de cómo sea la tapa, está muy justa y puede ser que quede mal una vez colocada.
