The penalty for not pulling over is severe in Germany, you can lose your license. In my US state, Maryland, it's a $110 fine, and 1 point on your record. Thats not quite enough to stop morons, but you rarely see people not moving over.
I wish there was a mandatory driving course for foreigners, especially americans who want to drive on the Autobahn. Although there are a lot of german morons who willingly break german traffic rules, there is a shocking ammount of americans driving on the Autobahn everyday who are completely unaware of our traffic rules. A lot of my firefighter collegues who had experienced some bigger car crashes can tell endless stories of oblivious americans blocking the emergency lane and getting angry because police stops them afterwards. Also a lot of americans use the autobahn as a race track and think they can drive 230km/h, even if they only can safely handle 85mph.
