Absolutely not. BB shells like this come in different widths, you may have got the wrong size BB, alternatively the thread is old and gunked up and would need chasing.

if thats threaded all the way in and not stopped do to cross threading. then no that amount of thread on the non drive side cup is not normal, should be flush to no more then 1-2mm outside the shell on most BB’s. Looks like a 68mm frame shell with a 73mm BB.
cartridge bb’s do not use a lock ring. BB’s that use lock rings are retainer bearing and cone types almost always. I cant remember(this does not mean they dont exist) a cartridge type square tapper bb that used a lock ring on the non drive side cup. If the bb did not come with one it does not use one..
Pull the BB back out of frame and check thats its the right one for your frame. if it is check that the shell threads are clean and good, may need chased.

“Road” bikes are 68 “mountain” bikes are 73
This is because of tire size and crank Q-factor.
If you got a 73 I would safely assume that you need a 68

This might be cause by install technique too. What I’d do is pull the bb out, thread the non drive side in most of the way (like 3 threads showing) then thread the cartridge back in and then tighten both sides. They should fit if it’s the correct size (the nds cup can get caught up on the cartridge if you fully tighten that first. ).
