The top pulley isn’t spinning like the bottom one. Is that supposed to happen? This is an old shimano 105 that I’m cleaning up.

Replace that wonky bit. In fact, do both while you are at it.
Those pulleys look barely worn. The top pulley is supposed to have some play by design so the chain can move laterally a bit. Looks fine to me.
