Got this frame for free, guy said it could be a Deluxe, but from some googling doesn't seem to match anything. S&M sticker is obviously tacked on, but welds look like they could be hand welded, but not sure. Some unique details is it has a spanish BB, downtube gusset, chainstay wishbone, seatstay brake mounts and the seat tube has weight saving cutouts. Any ideas?

Looks like a MacNeil Whitton
MacNeil definitely had some frames with the holes at the top of the seat tube. I had a Bibi with them. I have a Deluxe Team, and it doesn’t have those holes, but maybe other frames did, it should be pretty easy to find out as they only made a few different models over the years.
I think it’s a MacNeil, they did that a lot.
