A combination of a too tight wheel bearing/ too tight quick release or combination of the two. Might need a couple wrenches and/or a cone wrench to make that adjustment.

Brakes – make sure it not rubbing
Axle – there is prob something wrong with quick release… it’s too tight ( I have personally never managed to overtighten QR so not sure)
Something is wrong with hub – does it rotate freely with QR open? If not, you might have lemon hub and it will need to be fixed\replaced

is it new? if its old you could have to refurbish / replace the freehub

Add lead weight on the rim, there will be a stronger momentum

Take the wheel off, hold onto the axle, spin the wheel, if there’s still resistance it’s you hub, if there isn’t there’s likely brake rub from the wheel not being set in the dropouts correctly.
If its your hub, it’s time to go to the bike shop
If its not try these in this order:
1) undo the quick release, push down on the saddle and retighten the quick release. It should be tight but not a struggle to close. Try it again.
2) if it’s still having resistance find the brake caliper and on one side there should be 2 hex bolts holding the caliper to the frame, undo them but not all the way just enough that when you try to jiggle the caliper it moves around freely. Now squeeze the brake lever for that caliper and while holding down the brake retighten the caliper hex bolts. Try it again.
