Ohh yes, without a doubt… just read the reviews though, in several models, the 3rd hanger breaks easily… you do find great ones, rain proof, without spending so much.

1if you want, you can flip that bottom swung bracket upside down. This allows that sliding clip to be up higher. I think it should fit fine. There are inserts that go inside the the actual clips that will help dimension it for your rail diameter. Good luck!

The mounting system is very variable. You can move the top holders horizontally. With the third holding point you can slide it along the “smile” and twist the “hook” in all directions.
Biggest problem is when the circumference of your rack does not match the circumference of the clips on top. If it is too narrow, the whole bag will rattle and come loose all the time. If your rack is too thick, you cannot get the clips on. Or you can get them on, but not securely.
That is something I would check before buying any cycling bag.
Do you have a caliper and can measure the circumference of your rack?

You definitely can. Currently using one and they are pretty flexible on how it mounts
to add on to what others have said, the vario plus (but not all vario variants) uses an updated system with adjustable hooks which don’t require inserts or tools.
I got one recently and like it although it doesn’t have much organisation: just a laptop sleeve, a small mesh pocket inside, a water bottle pocket and a zip on the flap which is hidden when it’s a pannier
