Bike shifter won’t shift from smallest gear.

As stated in the title, i’m having shifter issues. All other gears work fine except moving from the smallest sprocket.

I think it’s because the large arm that moves by the hex (surrounded by black) moves too far. It doesn’t do this for the subsequent gear changes. This means the smaller black arm cant fit to grab the teeth of the gear.

Any help would be greatly appreciated.
