You could have fixed the reach with a $10-20 used stem, or bars that has some rise and sweep.
Tange had a few different tubes to choose from. O.S. would have been common on high end MTBs and that was probably 9-6-9, but really any OS 9-6-9 tube from any manufacturer might feel about the same. Tubing that was 8-5-8 might feel more lively, but be more prone to denting.
