Noob here, trying to get these bearings just right so that the wheel spins freely but doesn’t have play when it is in the bike.
I make sure there’s around the same amount of thread showing on each side, tighten the circular screws against the bearings with just the right amount of pressure so that it spins easily, then I put the outer caps on either side. Tighten the caps the best I can and put it on the bike.. it’s always either so loose that I can feel a bit of side to side movement, or so tight that you can tell it’s being slowed down.
Am I forgetting something? I’ve never seen a wheel with cup and cone bearings like this.
It is an Alexrims ATD500 wheel with no brand marking on the hub itself.
Thank you for looking

There should be some kind of rubber seal on the cone, which you can pull off. Then you can use a cone wrench on the cone for adjustment. The way you did it is not correct. Please look up how to adjust a cup and cone hub.
FWIW, this looks like a [Formula RX-512](https://www.formulahubs.com/document/download.php?i=107) hub and it’s piece of shit. If it starts to run rough, you’ll likely need to replace it (ideally with something better).
Oh my god. Didn’t realize that top piece was a seal. Should be set now hopefully.
