No. Looks like someone had too much fun with spray paint or it was stolen and repainted that way. Stancions are painted. You’d need to get it for free with money given to you for repairs

If your goal is restorative for the sake of restoration/fun, this seems like a good project. If the goal is to use it for yourself in lieu of buying one for yourself to try to save money, don’t because you won’t, it’d be easier and cheaper to buy a new one.
