Looks a lot like my Sirrus, if that’s the case, is a very very good bike. I take care of mine but its goes thru everything. Anyway, $350 is to much. Try to lower the price to $100, bought mine used for $150, 11 or 12 years ago and still running fine. Weights a little but is very fast and very durable. You’ll ride a 10-20 miles road easy. “Change the chain”, cleaned it, put some oil on it and you’ll see. Cherry on top: Gator Skin tires 28mm.
No, that bike has not been maintained at all. You’ll likely be spending double that to fix all the problems with it starting with replacing the chain and rear cassette and anything else that’s not visible in those photos.

I had a Sirrus that was probably a similar year to this. Nice bike but despite being the Elite spec, was kinda overpriced compared to a road bike. alu fork with “zerts” inserts for dampening instead of carbon fork. Very basic groupset. Rim brakes instead of disc. In hindsight, a slightly lower spec from a cheaper brand would have saved me a lot of money.
I’d say 350 is way too much for this. 150 max and only that much if the market is dry in your area. Going to need a new chain, possibly new cassette and cables might need replacing too so you have to add the cost of all that on.
I’d also look at hardtail mountain bikes if I were you. If you find one where the fork can be locked, they won’t be much slower than this on tarmac if you swap the tyre for slicks. And offers the option of hitting some trails if you ever fancy it in future.
