The store (bike-discount.de) claims the chain (Shimano 11s Ultegra) is genuine. The printing and labeling are all correct, but I’ve never seen packaging like this before. Could it be a product intended for repair shops or bicycle manufacturers? If it is a fake, can I report it to shimano?

Not entirely sure what your concern is? Shimano transitioned to environmentally friendly packaging, getting rid of the blue boxes to natural paper and removing plastic from the packaging. This is not new and Shimano is publishing detailsblike this: https://bike.shimano.com/en-NA/stories/article/eco-friendly-packaging.html
If you suspect – report. If it’s genuine – they will confirm. If it’s fake – you’ve reported and they will (or will not) investigate. If you wanna go down the truth-seeking route, then there’s no reason not to report.
It‘s the new Shimano packaging made of paper only. No more plastic. They‘re rolling that out for every packaging they‘re doing.
u/MutedPerspective132 worded it way better than me: https://www.reddit.com/r/bikewrench/s/Ci9rOrDmxj
Bike discount de is legit store with good reputation. I wouldn’t worry if I were you.
Bike discount is very legit
Bike Discount is legit and packaging is also legit.
Just bought a 9 speed a few days ago from a very reputable store in Aus (pushys) came in that box. Maybe some environment saving nonsense is my guess
It started like 2022. Shows how much of old stock stores have. This is the new eco standard.
That’s the new Shimano packaging, I have received cassette and cleats in the new plastic free package 👍
