It’s a guide that goes in the axle of a quick release hub. It keeps the tool nice and straight/sturdy. In my opinion if you know how to hold tools it’s not all that necessary.

What are we looking at exactly? I see the rod, and have a guess or two at what’s in your hands. But I’ll point out that if that rod should not be there, then no one would have a great starting point as to know for sure what it is.

They’re often just an interference fit, where they’ve knurled the rod and whacked it in, possibly with a heat differential.
If you don’t want yours you can whack it out. Alternatively, you can drop the tool on ground multiple times over the years and you’ll achieve the same.

Stability. I have often put my quick release through the tool and axle when pulling cassettes. Helps prevent slipping and bloody knuckles

The pin is so helpful!!! It keeps everything centered and you can torque the shit out of it
