fairly new in repairing bikes and I never experienced a tyre situation like this. Do I need to change it or I could patch it up with some tape on the underside?
on a ride, fold up a bill and brace the sidewall. Then replace it at home. Sidewall tears can be nasty and rip open further depending on the tire.

You can put a boot on that spot as a temporary fix if you have to ride but I’d order a new tire right away.

This one needs to be replaced as soon as possible. Any repair you do is just “getting home fix”. Going for a spin knowing your tyre is like that is just looking for trouble.

It’s sidewall. You might be able to have it on for few more rides. It needs to be properly patched from inside and bonded on teare with high strength cold vulcanising glue for rubber.
But, if you’re unable to do so, just buy new one.

The innertube is poking out, so you need to do something.
Is it a worn tyre or “still good”? You can get tyre patches to put on the inside, but I wouldn’t bother. Just get a new tyre.
