How old is your cable? This generation of shifter goes through cables faster than older generations do, and they fray and start to stick while shifting, especially when letting out cable (pressing the small lever).

When this happens with older STI shifters 99% of the time its dried up grease. But that typically happens after a decade or so of non use. Unless you live in a really dry area I would think that shifter is too new to have had that happen. You could try shooting the inside with some silicone lubricant. If it is gummed up then that might free it up. Good luck.
