Thanks to the people suggesting getting larger clips (original post) they fit! I do have a follow up question, my panniers (not designed for this rack) overhang a lot. I assume will be okay. I was going to support and lever away from the wheel using the hook on the outside of the pannier (third image). Other suggestions welcome!

A bungee cord to keep the bottom of the bag in place, either around the front of the bag or you may be able to rig it up on the back nice and hidden.
