There is tons of corrosion there. All of the spoke nipples need replacement. Some of the spokes may need replacement if the nipples won’t come off. So this is a full rebuild which is something that you want some experience to do.
Take it to a bike shop and have them rebuild it with BRASS nipples.
A spoke nipple removal tool
On the side of the nipple inside the rim, the nipples are slotted for a flathead driver. If you don’t own a truing stand or don’t know how to use one, this is a job you should leave to a professional.
This is an expensive wheel, take it to a shop.
