On a fork like that, the wipers aren’t doing much. You could push it back in by hand potentially, but it’ll probably pop back out again.
It’s rideable as is but dirt will be able to get into the lowers of the fork. I’d probably just push it in and ride until the fork feels noticeably different (it’ll feel a little rough bc of the dirt) and replace the fork at that point. Forks like the one in this pic are generally cheaper to replace than service, as shitty as it is.
