Bought it used? The seller didn’t give you the ‘keyed’ wrench. Either get the wrench or you’ll have to resort to violence (vice grips or similar) to get it off then em replace it with a new quick release.
If you don’t have the keyed wrench you can try locking pliers or a good set of tongue and groove pliers. If that fails you can probably get them off with an angle grinder and replace it with a standard quick release.

The manufacturer is Pitlock, you can maybe buy the specific key from them ?

Looks like it would take some sort of security key with internal splines or keyway on the right hand side. I’ve never seen this type before. Maybe get some skateboard grip tape sticker material to adhere to that right side fastener to gain a little more purchase on the smooth surface, and then try to spin it off with adjustable plyers. And hope it’s not on too tight. Replace the skewer with a non-security one that any bike shop sells.

It looks like a Pitlock system (https://www.pitlock.de/en/protect/solid-axle.html). You need a special code to be able to get the correct adapter to remove it.
