Stick a flathead screwdriver against the frame and the rivnut and screw the bolt out. To tighten the rivnut, screw the end of a quick release in there [like this](https://www.youtube.com/shorts/o0hYYd0VV-g) and tighten, or just use a regular rivnut gun.

Soak with penetrating fluid for an hour then clean really well. Use vice grips grip the head (perpendicular to the down tube). The bolt may get mangled. Tape up the frame so it doesn’t get scratched.
That looks like a GT bottle bolt. It Happened to my Zaskar frame.

What if you got some really thin wire and tried to wrap it around the space between the rivnut and the frame to reduce the play?
What if you squeezed a little jb weld into the space just to get the screw out?
