Take off the outer most nut and then that lock washer. Then drop the wheel in the fork. If running pegs you don’t need the lock washers. If no pegs you need to use the washers. If you don’t have a notch for the lock washer in the fork drop outs you just rotate it to the open end of the dropouts.

In order you’ve got the wheel nut, a washer and then a safety washer. You don’t need the safety washer, then the washer and nut go on the outside of the fork, or if running pegs, washer and nut inside the peg.
