    I’d pop the bubbles and make sure it’s not severely rusted underneath. I’d say it’s fine.

    Early sign of corrosion. The paint is gonna flake off more like it did on the bottom bracket. I would wire wheel the bad spots and get rid of the corrosion and throw some touch up paint at it.

    It’s an old alloy frame. You’re just seeing some paint failure after 26 years. This isn’t a structural issue and the bike is completely safe to ride. The touch up paint is unnecessary.

    This is a typical way that aluminum corrodes, the paint will bubble and flake off. The good news is that if you just remove the paint and use a scouring pad to get the white flaky aluminum oxide off, you will be fine. Just be careful not to scratch the good paint.
