Hello, new to the community.
Just got a new Fuji touring, after moving to a very bike friendly city and loving it. This bike came with this back rack that I have zip tied a $5 Daiso collapsible box to. Just curious if anyone knows if there’s a reason for this hole, I’ve been taking more notice to other bikes lately and haven’t seen much like this. Thank you

I would use it as a hole to hook a bungee cord too.
Bungee
For panniers, there is an elastic strap with a hook at the bottom. This keeps the pans pulled down to the frame so that they don’t bounce around.
eyelet for whatever hook your straps or rope use
It’s for bungie cords etc, it’s shaped like this for the type that use thin elastic with toggles

I have that same bike! Mine came with a bungee cord that hooks into there.
that’s a phone jack
Panniers often have clips that clip into it.
