The compression ring is keeping it in place. Smack the top of the steerer with a deadblow hammer (while putting your hand under the fork so it doesn’t drop/fall) and it’ll all loosen up nicely.

There’s a small wedge shaped ring on top of the upper race(thr thing that says fsa) that helps keep everything concentric, but tends to get seized up. Just tap the top of the steerer tube with a mallet til it loosens up.

Get a piece of wood. Put it on top of the steerer tube and then just whack it really hard with a hammer.
