  1. Yes, the way to get rid of it is cutting the fork steerer down. Since your front brake hose runs through the fork, just taking it of and cutting it will be a bit of an elaborate process though.

  2. In a similar situation, but not done to much of my own work on the bike before. How simple was it to swap the spacers up to the top with that internal cabling?

    Also, be aware, cutting it will limit the adjustability (and thus market value) for future owners. So perhaps a trim but not a full steerer slammed chop.
