I think the mech protection bracket is bent and limiting outward travel on the mech. Looking at the shape of the plate where it bolts on it looks misshapen and it’s hard to tell from this angle but I think the mech is touching the bracket.

have you tried removing the lizardjokes aside thats probably an indexing issue (too low cable tension) or limit screw issue. when you get home put it on a stand or flip it upside down and follow [the park tool derailleur ajustement guide](https://youtu.be/UkZxPIZ1ngY)if that doesnt help do post about it, preferably with more pictures

You should check to see that the dropout or derailleur hanger or derailleur cage are not bent.
Then set up the cable tension and limit screws.
