I searched but couldn't quite find the answer. I have a 1" Tange Seiki Levin headset on my new bike. LBS threaded the fork on this new build and installed everything (all brand new parts). It came loose, so I went in and had them adjust it. It came loose again and I noticed that when tightening the top cup, I cannot tighten it enough; it comes off the threads and goes loose again. I know it's not over tightened because the fork can still move freely.

I am able to tighten the lock nut properly but there's still play in the headset. I also noticed that when screwing down the top cup, it is able to wiggle pretty significantly while still being threaded. Long story short, it seems as though I am not able to preload the headset correctly.

Any idea what's going on here? Thanks!

    If you have enough threads left, put a thin spacer between the cone and the lock nut
