i bought a bike 2yrs ago and it was left unattended for 1yr. now all the gears r rusted and im planning on replacing it. im actually on a budget so im asking if this gears are good as a replacement for the old rusted ones. (forgive me i know nothing about gears)

It should but to be honest it doesn’t look from your picture like you need to replace your “gears” if you’re on a budget
Thats not worth spending any money on.
