I have the 10.3 stand and it has started doing a thing where no matter how much I tighten it, the bike rotates back to wherever gravity would prefer it to be.
(For clarity – it’s not the seat post slipping within the clamp, it’s the entire clamp mechanism slipping.)
Grateful for any help!

I’d contact Park Tool. Sounds like a warranty issue.
You can try and warranty it, but also this mechanism just isn’t the strongest. The 10.3 is meant to be a lighter weight, transportable stand, and it just won’t be able to hold a 28 lb bike at a 45° angle reliably. I honestly don’t love the design and prefer Feedback Sports for lightweight stands. The park tool deluxe stuff had a much better rotating mechanism, but they’re heavy and expensive. If I need to hold a bike at an angle in portable stand, I’ll usually try and take 1 or both wheels off first.
