Can you manually pull them out? I would first release the air and take off the cap before trying.
How much oil did you put in the lowers?

If that pump has a bleed button, hold it down and extend the lower casting and see if it comes down. Also notice if it actually lets out the amount of air you put in or not.

Search google for the string “suckdown fox fork”. There’s a number of articles and videos explaining the issue and providing tips on correcting the issue.
Short version, the dimple inside your fork stanchion that allows your positive and negative air chambers to normalize pressure is plugged, so all the air pressure you’re putting in is going directly into the negative chamber, forcing the fork to collapse.
Be very cautious trying to disassemble it, because you’ll be disassembling a charged negative air chamber. The term “explosive” is used in several of the videos and articles you’ll find.

Thanks all. Turns out the shock pump was faulty and was showing wildly inaccurate pressure readings.
