Description = shit. Sounds like it used to be a low end complete bike, I wouldn’t be surprised if the “animal fork with fit cap” is just a 1020 fit fork with the sticker he got with the seat, 16 years ago. I could be wrong though
You can do better and maybe even cheaper for most parted frames. Budget wise try seeing what completed are for sale around 200-250.
