Is it stuck to the rim or can you slide it around or peel it up? If it’s stuck it’s tubeless tape, but since it seems to be a stock wheel I bet it’s just a rim strip.

It is definitely a… Erhmm… Rim strip, I guess this is how it is called. Basically a band which protects your tube from your rim, holes and nipples. Usually they do not seal the wheel enough to run tubeless.

Just a nylon barrier to protect the tube from the spoke holes. Google your rim model and you’ll be able to find out if it is tubeless capable. Although with that nylon barrier installed it usually means not tubeless compatible. But if it is, watching a few YouTube tutorials will make setting up tubeless relatively easy.
