  1. The valve flange on the tube is interfering with the tire seating on the rim.

    Loosen the lock nut on the valve quite a bit.

    Lower the pressure in the tire to about 10 lb.

    Push the valve stem directly in to the wheel so that you push the valve flange away from the seating area on the rim.

    Seat the tire.

    Let the valve stem recover.

    You’ve solved your problem now pump up your tire.

  2. Your bead isn’t seated properly. Take the binder screw off the valve stem, let out most of the air, then push the valve stem up to get it inside the bead. Then add air again.

    How tight is the nut on the valve? I’d loosen that and try again – it seems like the tube is stuck and lifting the bead
