Is it possible and safe to remove the lever from my quick-release skewer by unscrewing the 2mm bolt to prevent theft? I've managed to loosen the bolt, but I'm not sure if the wheel will stay securely clamped without the handle attached.

No. It is what keeps pressure on the fork to hold the wheel. Removing it will just make the wheel fall off. You have to buy special locking QR for your purposes.
If you’re not adverse to a purchase, “security qr skewers” turns up a bunch of links for what you’re describing. Or run a cable lock through the wheels and frame.
Just get some those, they come in different colours aswell

I’m sure the wheel *won’t* be clamped at all without the handle attached. It’s like removing the hinge pins from a door.
Instead of preventing theft, you’re pretty much helping with it.
You can also buy just an allen bolt axle which will at least prevent people from just taking the opportunity walking by… won‘t work for more than short stops though.
$20 will get you a cable to use with your bike lock to secure the wheel
As this is a through-axel, you can get a model that doesn’t have a quick release on it.
Thick tiewrap through the hole in the QR handle and your fork.
Look at the shape, it’s cam. it’s gets thicker when it’s closed and thinner when open. Remove the lever and you remove the cam, the lever is the cam.
The cheapest way is to by a threaded bar that will fit the hole for the qr and use a nut and washer in place of the lever. You should be able to separate the red cone washer. You’ll need a cone for the other side too.
