I know its from ritchey, and the shop i ordered it from stated that the product is a “complete” clamp kit but i only got the clamps and the screw itself. Does anybody know what this specific part is called? thanks in advance.

If you have 5 parts the clamp is functional.
The middle part is just rubber to make it less fiddly.
If you got the clamp as “new” from a shop, clearly a part is missing.
If you check “Service Parts” on Ritchey’s product page, there are two different clamp kits. One is a “complete clampset” that according to the drawings includes the center part.

It sounds like you got the wrong kit that only includes the clamps. The center part seems to be the same regardless of the clamp size.
