You say you are new to biking. While it’s in ok shape, this bike will need lots of love to make it nice to ride.
If you are comfortable doing the work yourself or want to learn go for it. Otherwise you are probably looking at another $150 – $200 for a full service and at that point you might want to look into a newer bike.

I might try to haggle a little bit because I like doing that but it’s a pretty sweet bike and would likely sell for their asking price sooner or later

For £200? No. The only thing it’s really got going for it is that it’s a nice lugged frame, but I wouldn’t spend half that much on it. Looks to be in decent shape, rideable condition, so that’s a positive. Maybe the price reflects relatively new tires, and other things to justify the cost, somewhat. But I still wouldn’t pay that much for it unless I wanted this specific bike for some collector reason.

I know times have changed since the pandemic, but I used to find these kinds of bikes for $20 – $50 all the time.

If it were double canti brakes I’d jump on it. That rear U-brake ruins it for me, my OCD can’t stand mismatched parts and it boggles my mind why manufacturers ever thought that was a good idea.

Looks like a blast to me. Maybe haggle the price a lil if you can, but it looks well rideable and a fun project to gradually work on as things arise. I traded about $150 of camera gear for a Muddy Fox Seeker during Covid and it brought me something I’ve been missing since my childhood. If it fits you pretty well I’d say try and grab it

It’s a really nice bike but the price is steep. If it just happens to be the perfect size for you (looks pretty small) maybe you can haggle a bit and go for it.
