Either of these for a first commuter/city bike?

I’m looking for a comfortable bike to get around; I WFH, so this would mainly be for going to coffee shops, the library, or other errands. I’m 5’4” and live in Atlanta, so I would want something that can handle some hills, though I’m not above walking it up some of the steeper hills here. These are both a bit pricier than I’d like, especially since I’d want to get fenders, pannier rack, lights, etc., and neither has all the add-ons I would like. I’d also like a light-ish/medium weight frame, so I can take it on the train when needed. Are either of these good options, or should I keep looking?
